François-Philippe Champagne, Canada’s Minister of Finance and National Revenue, addresses the business community, outlining key highlights in Spring Economic Update 2026. Minister Champagne’s keynote will be followed by a fireside chat with Manitoba Chamber President & CEO Chuck Davidson.

Minister of Finance and National Revenue
Member of Parliament for Saint-Maurice—Champlain
 
The Honourable François-Philippe Champagne was first elected as the Member of Parliament for Saint-Maurice—Champlain in 2015. He has previously served as Minister of Innovation, Science and Industry, as Minister of Foreign Affairs, as Minister of Infrastructure and Communities, and as Minister of International Trade.
 
Minister Champagne is a businessman, lawyer, and international trade specialist with over 20 years’ experience at large international companies in Europe, particularly in the fields of energy, engineering, and innovation.
 
Before entering politics, Minister Champagne was Vice-President and Senior Counsel of ABB Group, a leader in cutting-edge technology that operates in more than 100 countries. He also served as Strategic Development Director, acting General Counsel, and Chief Ethics Officer and Member of the Group Management Committee of Amec Foster Wheeler, a world leader in the energy sector.
 
In 2009, Minister Champagne was named Young Global Leader by the World Economic Forum. He has served on several boards over the years and was notably President of the Canadian-Swiss Chamber of Commerce and the Banff Forum.
 
After his election in 2015, Minister Champagne served as Parliamentary Secretary to the Minister of Finance until 2017, when he was appointed Minister of International Trade. During his time in this role, the Canada-European Union Comprehensive Economic and Trade Agreement entered into force and Canada signed the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. In 2018, he was named Minister of Infrastructure and Communities, overseeing the federal government’s ambitious $187 billion infrastructure investment plan. He was appointed Minister of Foreign Affairs in 2019 and oversaw the creation of Canada’s Declaration Against Arbitrary Detention in State-to-State Relations, which more than 80 countries have endorsed. As Minister of Innovation, Science and Industry from 2021 to 2025, he helped attract major investments into Canada, advanced the development and adoption of clean technologies, strengthened research and development, and bolstered Canada’s position in environmental sustainability.
 
Minister Champagne holds a Bachelor of Laws from the Université de Montréal and a Master of Laws in American law from Case Western Reserve University. He also studied public and private international law at The Hague Academy of International Law, in the Netherlands.

Il a précédemment exercé les fonctions de ministre de l’Innovation, des Sciences et de l’Industrie, de ministre des Affaires étrangères, de ministre de l’Infrastructure et des Collectivités, et de ministre du Commerce international.
 
Le ministre Champagne est un homme d’affaires, un avocat et un spécialiste du commerce international. Il cumule plus de 20 ans d’expérience au sein de grandes entreprises internationales en Europe, plus particulièrement dans les domaines de l’énergie, de l’ingénierie et de l’innovation.
 
Avant de se lancer en politique, le ministre Champagne a été vice-président et avocat principal du groupe ABB, un chef de file dans la technologie de pointe présent dans plus de 100 pays. Il a également occupé les postes de directeur du développement stratégique, d’avocat général par intérim, de dirigeant principal de l’éthique et de membre du comité de direction d’Amec Foster Wheeler, un leader mondial dans le domaine de l’énergie.
 
En 2009, le ministre Champagne a été nommé jeune leader mondial par le Forum économique mondial. Au fil des ans, il a fait partie de plusieurs conseils d’administration et a été notamment président de la Chambre de commerce canado-suisse et du Banff Forum.
 
Après son élection en 2015, le ministre Champagne a exercé les fonctions de secrétaire parlementaire du ministre des Finances jusqu’en 2017, date à laquelle il a été nommé ministre du Commerce international. Pendant qu’il occupait ce poste, l’Accord économique et commercial global entre le Canada et l’Union européenne est entré en vigueur et le Canada a signé l’Accord de partenariat transpacifique global et progressiste. En 2018, il a été nommé ministre de l’Infrastructure et des Collectivités, où il a supervisé l’ambitieux plan du gouvernement fédéral de 187 milliards de dollars en matière d’investissement dans l’infrastructure. Il a été nommé ministre des Affaires étrangères en 2019 et il a supervisé la création de la Déclaration contre la détention arbitraire dans les relations d’État à État du Canada, laquelle a été appuyée par plus de 80 pays. En tant que ministre de l’Innovation, des Sciences et de l’Industrie de 2021 à 2025, il a contribué à attirer d’importants investissements au Canada, à faire progresser la mise au point et l’adoption de technologies propres, à renforcer la recherche et le développement et à consolider la position du Canada en matière de durabilité environnementale.
 
Le ministre Champagne détient un baccalauréat en droit de l’Université de Montréal et une maîtrise en droit américain de l’Université Case Western Reserve. Il a également étudié le droit international public et privé à l’Académie de droit international de La Haye, aux Pays-Bas.
